The listing targets the owner, not the address itself; the address is published so that counterparties can recognize that owner on-chain. Exchanges and stablecoin issuers treat funds that move to or from a listed address as a strong risk signal. This guide covers how addresses reach the list, a recent TRON example, direct versus indirect exposure, and checks to run before you accept funds.

What it means when a crypto wallet is OFAC-sanctioned

OFAC administers U.S. economic sanctions and keeps the SDN list. In its FAQs on digital currency, OFAC says U.S. persons have the same obligations whether a transaction is in digital currency or fiat. They must block property of persons on the SDN list, and of entities owned 50 percent or more by them, and must not deal with them. OFAC also recommends a risk-based compliance program that usually includes screening against sanctions lists (OFAC, Questions on Virtual Currency, FAQs 560-561).

Because blockchains are public, anyone can see which addresses have transacted with a listed wallet. This is why a listing has effects well beyond U.S. jurisdiction: exchanges, stablecoin issuers and screening services flag listed addresses and look more closely at any wallet connected to them. OFAC is not the only sanctions authority. Treasury’s September 2026 release, discussed below, notes that the UK had acted against the same target earlier. This article covers the U.S. framework only and is not legal advice. Compliance teams should confirm their obligations with qualified counsel.

How addresses appear on the SDN list: digital currency address identifiers

OFAC has said that it may include specific digital currency addresses associated with blocked persons on the SDN list as identifiers, to alert the public. It also describes the format. Each address is entered as an alphanumeric identifier of up to 256 characters together with its currency, under a field that begins “Digital Currency Address” followed by the currency code, for example “Digital Currency Address – XBT” (OFAC FAQs 561-563).

Three further points from the same FAQs matter for anyone who handles counterparty funds:

The listings are not complete. OFAC states that its address listings are not likely to be exhaustive. An address that does not match the list is not automatically clean.

Search needs an exact match. In OFAC’s Sanctions List Search, you enter an address in the “ID #” field, which has no fuzzy matching. OFAC also publishes downloadable list files for automated screening (FAQ 594).

Blocked crypto must be reported. A U.S. person holding virtual currency that must be blocked has to deny all parties access to it and report it to OFAC within 10 business days, then annually (FAQ 646). The customer can apply to OFAC to have it unblocked (FAQ 647).

A recent designation involving TRON addresses

TRON addresses matter to anyone handling TRC20 USDT. Here is one case confirmed in official records. On September 9, 2026, Treasury announced that OFAC had designated Xinbi Guarantee, which it describes as an illicit online marketplace, as a transnational criminal organization under Executive Order 13581, as amended. Two companies were designated with it: Anwen Technology Co., Ltd, which developed the XinbiPay/NewPay crypto payment and wallet app, and SafeW Technology Co., Ltd, which developed an encrypted messaging app. Treasury says the marketplace has processed the equivalent of over $24 billion in digital assets and fiat currency since around 2022 (U.S. Treasury press release sb0624).

The press release contains no addresses. They are on the SDN entry instead. In OFAC’s Sanctions List Search, the Xinbi Guarantee record is listed under the TCO program and carries 52 identifiers labeled “Digital Currency Address – TRX” (OFAC SDN entry: Xinbi Guarantee).

Where to look

What it tells you

Treasury press release

Who was designated, under which authority, and why

OFAC Recent Actions page

The date and type of each list update

SDN entry in Sanctions List Search

The exact address identifiers screening tools must match

If you see a listing reported in the news, confirm it on OFAC’s own site before relying on it.

Direct vs indirect exposure: when receiving funds from a sanctioned wallet becomes a problem

Not every link to a listed address carries the same weight. On-chain analysis separates two kinds of exposure:

Direct exposure: the wallet itself sent funds to a sanctioned address or received funds directly from one. This is the most serious level.

Indirect exposure: the sanctioned source is one or more hops away. Address A receives funds from a listed wallet, sends them to B, and B pays you. Risk usually falls as intermediaries grow and the share of tainted funds shrinks, but it does not drop to zero.

In practice, an exchange may hold a deposit whose source traces back to a sanctioned address and ask for an explanation, or restrict an account during a review. Issuers of centralized stablecoins such as USDT and USDC can blacklist addresses and freeze their balances (see what a USDT freeze is). If you move the funds on, the risk follows them to the next address. For more detail, read direct vs. indirect risk in on-chain analysis.

How to check a counterparty address against sanctioned wallets before a trade

The best time to manage sanctions risk is before funds reach your wallet. A workable routine for P2P traders, OTC desks and smaller platforms:

Exact-match the address in the “ID #” field of OFAC’s Sanctions List Search, or screen it against the downloaded list.

Look beyond the list. Because listings are not exhaustive, check where the funds came from, both directly and through a few hops.

Read the reasons, not only the score: sanctioned entity, mixer, scam or exchange, and whether the exposure is direct or indirect.

Re-check repeat counterparties. New addresses are added to the list, so a wallet that was clean last month may not be clean now.

Record what you checked and when, in case an exchange later asks about the source of funds.

Related warning signs are covered in signs of a high-risk crypto address, and the screening process is explained in crypto sanctions screening. SafeON screens TRON (TRC20) and BNB Smart Chain addresses for exposure to OFAC-sanctioned addresses, traces the source of funds across several hops, and checks USDT freeze status, including on Ethereum. It returns a 0-100 risk score with the reasons and a PDF report, and you can add wallets to a watchlist with alerts. Check a wallet’s risk on SafeON.

Sanctions and Iran-linked wallets

Iran is one of many OFAC sanctions programs. For users in Iran, the risk works in two ways. A wallet that has interacted with a listed address faces the same restrictions as any other. In addition, some international platforms treat activity with Iran-linked exchanges as a risk factor on its own, so a wallet that has transacted directly with one may face more review when it deposits to a platform outside Iran. Nationality alone does not put an address on the SDN list. Risk depends on the type of interaction, its share of the wallet’s activity and how many hops away it sits, which is why SafeON shows Iran-linked exposure alongside the other risk factors.

FAQ

Where can I find the list of OFAC-sanctioned wallet addresses?

There is no separate list. The addresses are identifiers inside SDN entries, which you can search in OFAC’s Sanctions List Search or screen against using OFAC’s downloadable files.

What happens if I receive crypto from an OFAC-sanctioned wallet?

U.S. persons must block and report property in which a sanctioned person has an interest, and must not deal with that person (OFAC FAQs 560, 646). Whether that applies to your case is a legal question, so speak to qualified counsel. In practice, platforms may also hold or review such deposits.

Does OFAC sanction exchange deposit addresses or only private wallets?

OFAC designates persons and entities, then lists addresses attributed to them. When the designated party is itself a marketplace or payment service, addresses attributed to that business appear on its entry, as with Xinbi Guarantee. A non-designated exchange’s address is not sanctioned just because a listed wallet sent funds to it.

Are USDT balances on sanctioned addresses frozen?

An SDN listing does not change anything on-chain by itself. The issuer of USDT can blacklist an address, but whether and when it does so is the issuer’s decision, so check freeze status separately from sanctions exposure.

Is a SafeON result a legal opinion?

No. A SafeON report is a risk signal based on on-chain analysis. It does not replace legal advice, and SafeON does not unfreeze, release or recover funds.

How OFAC sanctioned wallets end up on the SDN list, how
